Research on the Efficiency of Local Government Public Service Consumption in Guangdong Province under the Background of COVID-19

Abstract

The purpose of this paper is to reveal the current status of public service expenditure efficiency in 21 cities of Guangdong Province during the COVID-19 period in 2020, so as to put forward ways to improve the efficiency. In this paper, 11 input-output indexes are combined by the entropy weight method, and the indexes are combined into 7. With the combined 7 indicators, 21 cities in Guangdong Province are taken as DUM, and DEA super-efficiency method is adopted to analyze the differences in efficiency of different cities and the factors affecting efficiency based on the government accounting final accounts report published by the Guangdong Provincial Government and the Analysis of China Public Service Statistical Yearbook as data sources. The results show that the overall efficiency of public service expenditure in Guangdong Province is at a high level, and the regional difference in efficiency is also relatively small, but the scale remuneration of most cities is decreasing, and there is a waste of resources. Among the super efficiency values, Shenzhen and Maoming have the highest efficiency and the lowest in Guangzhou, and has serious decreasing scale remuneration.
