Risk Assessment of Water Conservancy Projects Based on Portfolio Empowerment

Abstract
Water is the source of ecology, the foundation of ecology, and indispensable in the life and development of human society. Water conservancy is an important infrastructure in China, an indispensable primary condition for modern agricultural construction, an irreplaceable basic support for economic and social development, and an inseparable guarantee system for the improvement of the ecological environment. Water conservancy projects have always been key projects in China, playing an important role in ecological civilization construction and flood control power generation. However, due to the complexity of influencing factors, construction problems are becoming increasingly serious. In view of this, a risk evaluation system composed of different indicators is established, and AHP and entropy weight method are combined to determine the weight of each risk factor. The results show that the overall human risk has the most significant impact, accounting for the first proportion, and the gap between other factors is small. This shows that the proposed method can effectively analyze the project risks, promote the development of water conservancy projects, and better reduce the risks in water conservancy construction.
