Abstract

Science and technology enterprises play a crucial role in driving a country's economic growth and fostering scientific and technological innovation. This study focuses on the development of science and technology enterprises, constructs an assessment index system for evaluating their development environment, and conducts empirical research using data from 212 enterprises as an illustrative example. This paper presents an analytical framework for evaluating the development environment of science and technology enterprises while conducting an empirical analysis using Qinchuangyuan Enterprise as a case study. Science and technology enterprises exhibit varying dependencies on environmental factors at different stages of development; therefore, it is essential to formulate corresponding strategies based on enterprise growth stages and environmental characteristics. The findings of this study offer policy recommendations to further enhance and promote the advancement of science and technology enterprises. The government should develop targeted and actionable policies to support innovation and development within technology-based enterprises. These policies should address corporate financing, tax incentives, and talent acquisition, among other aspects. Additionally, policy dissemination and implementation oversight should be strengthened to ensure effective execution.
