Abstract

With the continuous aging of the global population, the demand for long-term care services is increasing, presenting a significant challenge to healthcare systems worldwide. Long-term care insurance (LTCI) has emerged as a critical mechanism to alleviate financial burdens and ensure accessible, quality care for elderly individuals. Among the various care models, home care stands out due to its personalized, continuous, and cost-effective nature. It not only supports individual independence but also enhances quality of life by delivering medical, rehabilitative, and daily living assistance in the patient’s home environment. This review explores the integral relationship between LTCI and home care, highlights international experiences from countries such as Germany and Japan, and discusses the current development and challenges of LTCI and home care in China. Additionally, it identifies future trends and provides recommendations for optimizing policies, improving service standards, expanding financing mechanisms, and leveraging technological advancements to promote a sustainable, comprehensive long-term care system.
