Research on Policy Supply Optimization for Disruptive Innovation in Hunan’s Manufacturing Industry in the Digital-intelligent Era

Abstract

Digital-intelligent transformation constitutes a core driver for disruptive innovation in manufacturing. On the basis of clarifying the connotation of disruptive innovation in the digital-intelligent era, this paper reviews research progress on disruptive innovation and innovation ecosystems, and thoroughly examines the policy environment for manufacturing in Hunan Province. The study identifies a prominent “innovation paradox” embedded in existing policies: widespread digital adoption has failed to effectively generate disruptive breakthroughs. The root cause lies in the bias of policy supply toward equipment technological transformation rather than digital-intelligent public goods, and toward stabilizing established applications rather than supporting trial-and-error under tolerance mechanisms. Accordingly, this paper constructs a policy analytical framework of “technology supply – demand traction – ecological optimization”. It further proposes countermeasures including launching special programs for “non-consensus” disruptive technologies, establishing a traction mechanism oriented toward “future scenarios”, deploying industrial data federated nodes, and rebuilding the training system for “digital-intelligent skilled workers”. The research aims to deliver a policy path for asymmetric catch-up as Hunan endeavors to build a national hub of advanced manufacturing.
