Ethics of AI in Social Governance and Public Policy

Dear Colleagues,

As artificial intelligence (AI) technologies are increasingly embedded in the fabric of social governance and public policy, the need for a robust, principled, and actionable ethical framework has become paramount. From automated decision-making in public services to predictive analytics in social policy, AI holds the potential to enhance efficiency, equity, and responsiveness. However, its deployment also raises profound questions regarding fairness, accountability, transparency, and the protection of fundamental rights.

This special issue seeks to critically examine the ethical dimensions of AI as applied to social governance and public policy. It aims to foster interdisciplinary dialogue and present rigorous research that addresses the moral, legal, and social implications of AI systems in the public sphere. We invite contributions that explore theoretical foundations, practical applications, and governance mechanisms to ensure AI serves the public good responsibly and justly. Topics of interest include:

• Algorithmic fairness, bias detection, and mitigation in public sector algorithms

• Transparency, explainability, and accountability in AI-driven governance

• AI, privacy, and data protection in the context of state-citizen interactions

• Ethical frameworks for automated decision-making in welfare, justice, and healthcare

• Participatory and democratic approaches to AI governance and policy design

• The impact of AI on social equity, inclusion, and digital divides

• Risk assessment, auditing, and regulatory compliance for public sector AI

• Comparative and international perspectives on AI ethics in governance

We welcome original research articles, case studies, and reviews that contribute to advancing the dialogue and practice in this dynamic and evolving field.

Manuscript Submission Information

Authors should submit their manuscripts for the special issue by emailing them as an attachment to specialissue@hillpublish.com or by using the online submission system. The manuscript should be submitted by one of the authors, and submissions by anyone other than the authors will not be accepted. Additionally, the submitted manuscript should include a cover letter that specifies the special issue to which the manuscript is being submitted.

Submitted manuscripts should not have been published previously, nor be under consideration for publication elsewhere (except conference proceedings papers). The submitted papers should be properly formatted and written in fluent English. All manuscripts are thoroughly refereed through a double-blind peer-review process.
